NJDOT presents their Pavement Preservation Program!

The New Jersey Department of Transportation (NJDOT) has been increasing the use of preventive maintenance thin overlays over the past 10 years. Through pavement management data analysis, system performance assessment and projections, and economic analysis, NJDOT has implemented an “optimized approach” to managing the state owned roadway pavement network. Through this optimized approach, NJDOT has realized a more cost effective use of funds which provides greater return on our investment (ROI) of highway funding. Projections have shown greater ROI when increasing the use of preventive maintenance thin overlays and further analysis of the performance of these treatments has confirmed this ROI. NJDOT uses a number of preventive maintenance treatments on projects delivered through both the Capital Program process and through Operation and Maintenance. NJDOT is still in the process of evaluating some of these treatments. In this presentation we will share where we started, where we are currently and where we are headed in the future.

Speaker Bios

Dana Hecht, NJDOT Director Project Management

Dana graduated from Temple University in 1991 with a Bachelor of Science in Civil and Construction Engineering Technology. She began her career at the New Jersey Department of Transportation in November 1991 as a Civil Engineer Trainee. She has previously held positions in Planning and in Capital Programming, where she managed the funding for the annual federal program. As Director, her Division is responsible for delivering the annual capital program. This translates to approximately a billion dollars’ worth of roadway improvements being developed through design or implemented through construction contracts. Dana has assisted or facilitated the delivery of record capital programs, including State Fiscal Year 2017 which included a 3 month TTF shutdown.

Dana has been involved in many process improvements including the development of the Limited Scope Delivery process, Consultant Debriefs, and expedited ROW process.

Dana believes that teamwork within and outside the NJDOT is paramount to achieving industry goals. This is demonstrated through her involvement in many collaborative efforts such as the annual Design Summit, Consultant Selection Task Force, many NJDOT led trainings, and the newly formed NJ TAP (New Jersey Transportation Agencies Partnership).

Susan Gresavage

Susan is the Executive Manager of the NJDOT Pavement and Drainage Management and Technology Unit overseeing Pavement Management, Pavement Design and Drainage Management. Her office has been instrumental in leading the Department’s expansion of the Pavement Preservation Program. She currently serves on the Technical Working Group for the Every Day Counts “Pavement Preservation: Where and When” initiative and also serves as the Pavement Management representative on the Department’s Transportation Asset Management Plan Development team. She has been active with the Northeast Pavement Preservation Partnership and the National Center for Pavement Preservation. Her previous experience with DOT includes Roadway Design, Project Management, CADD Development and Value Engineering. She is a Certified Public Manager and is a graduate of Lafayette College.

Robert Blight

Robert is a Supervising Engineer in the Pavement Design and Technology section at New Jersey Department of Transportation (NJDOT). He graduated in 1996 from Rutgers University College of Engineering with a B.S. in Civil Engineering. He has worked with the NJDOT since September 2000 in Pavement Management, Design, & Technology section and 3 years in the Bureau of Materials. Prior to joining NJDOT he worked in the Geotechnical Engineering field for 4 years in private industry prior to joining NJDOT.

Kurt McCoy

Kurt graduated from Bucknell University in 2003 with a Bachelor of Science in Civil and Environmental Engineering. He began his career at the New Jersey Department of Transportation in September 2003 as a Civil Engineer Trainee. He attained a degree for Master of Engineering Management in 2016 from Rowan University. Kurt has held positions in Maintenance Engineering Support and Central Region Operations. Kurt is responsible for developing resurfacing and pavement preservation projects for Operations Support.

ASHE SNJ would like to support the relief effort for Puerto Rico.  We have done this in the past after Super Storm Sandy. 100% of meeting sponsor donations will go to Puerto Rico Hurricane Relief through United for Puerto Rico. We will also hold a 50/50 raffle, with proceeds going to United for Puerto Rico.

United for Puerto Rico is an initiative brought forth by the First Lady of Puerto Rico, Beatriz Rosselló, in collaboration with the private sector, with the purpose of providing aid and support to those affected in Puerto Rico by the passage of Hurricane Irma and Hurricane María. 100% of the proceeds will go to helping the victims affected by these natural disasters in Puerto Rico.
