    Parth Oza,  PE, Assistant Commissioner, Capital Program Management

    Parth Oza was appointed to the position of Assistant Commissioner, Capital Program Management (CPM) in July of 2022. As a key member of the New Jersey Department of Transportation's senior leadership team, he is charged with delivering the bulk of the Department’s Capital Program of over $1 billion annually in state and federal construction projects, in addition to over $350 million in consultant engineering awards. He oversees a workforce of over 1,300 employees in several divisions within CPM. He is responsible for leading a project pipeline of more than 600 capital projects valued at over $20 billion with approximately 200 plus active highway and bridge construction projects valued at $4 billion. He also serves as a Deputy State Transportation Engineer for the Department and previously served in various roles in the Division of Transportation Operations Systems and Support. 

    NJTA

    Lamis T. Malak, P.E., Deputy Chief Engineer

    Lamis Malak serves as the Deputy Chief Engineer, Design Division of the Engineering Department, having previously served as Supervising Engineer - Highway Design Section. As the head of the Design Division, Lamis is supported by supervising engineers and managers that oversee the work of over 30 staff members dedicated to all planning and design related assignments on both the Garden State Parkway and New Jersey Turnpike.


    NJ Transit

    Bill Brooks, PE, Senior Vice President of Capital Delivery

    Bill Brooks serves as Senior Vice President of Capital Delivery at NJ TRANSIT where he oversees the agency’s $8 billion 5-year capital program. Bill brings over 35 years of experience in capital program management, engineering, and infrastructure delivery. Prior to joining NJ TRANSIT, he held senior-level positions in both the public and private sector, with a primary emphasis on transportation infrastructure. Bill has been directly involved with several major NJ TRANSIT infrastructure initiatives prior to joining the organization, giving him a deep understanding of the agency’s needs and its approach to managing large-scale capital programs. In addition to his professional achievements, Bill is dedicated to workforce development, mentoring the next generation of engineers and project managers. He is a long-term resident of New Jersey and has been an active member of industry organizations, including the NJ Alliance for Action, ACEC, American Society of Civil Engineers, SNJDC, and American Society of Highway Engineers.

    ASHE SNJ & NORTH CENTRAL JOINT LUNCHTIME VIRTUAL SERIES

    PRESENTING WINNERS OF 2025 ASHE NEW JERSEY PROJECT OF THE YEAR

    Rehabilitation of County Bridge R-24

    KMA served Hunterdon County as the engineering design consulting firm to address the structurally deficient County Bridge R-24. The project was initiated as a bridge replacement project, but through development of the conceptual solutions and stakeholder input, was modified to a bridge rehabilitation. Richard Grubb & Associates, Inc. provided cultural resource services. Van Cleef Engineering provided bridge load rating verification.

    County Bridge R-24 was a two-span half-hip Pratt pony truss bridge with a posted weight limit of fifteen tons. It was constructed circa 1900 and rehabilitated in 2005. The structure is founded on a rubble-coursed fieldstone substructure. The bridge is a contributing resource to the New Jersey- and National Register-listed Whitehouse-Mechanicsville Historic District and is individually eligible for listing in the National Register of Historic Places. Rehabilitation work was performed in accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (Standards for Rehabilitation).

    Speaker Bios

    Jennifer Marandino, PE, SJTPO, Executive Director

    Jennifer Marandino is the Executive Director of the South Jersey Transportation Planning Organization (SJTPO). Mrs. Marandino began with SJTPO in March of 2011, previously serving as Team Leader of Capital Programming and Safety. Before she worked at SJTPO, Mrs. Marandino worked in the traffic and transportation engineering field for 10 years. Mrs. Marandino has over 20 years of experience in the transportation industry.



    Kevin Murphy, DVPRC, Manager, Office of Safe Streets


    Over 26 years with DVRPC, Kevin has become a seasoned team leader guiding safety-focused planning studies, Road Safety Audits, and providing support to partners in advancing safety recommendations. He facilitated the adoption of Regional Vision Zero 2050 and its integration into DVRPC’s work, the setting of regional safety targets, and is currently leading the development of the Regional Vision Zero plan. He possesses a comprehensive knowledge of transportation safety planning and is a thoughtful collaborator in diagnosing problems and building consensus to advance safe and equitable access for all system users.     Daniel Hornickel, Township Manager, Township of Medford

    Daniel is presently serving in his 2nd year as Township Manager for the Township of Medford, NJ, a 40 square mile municipality with approx. 25,000 residents that is both suburban and rural (Pinelands) in character. As Medford’s Manager, he oversees the Police Dept., combination paid/volunteer Fire & EMS, Public Works, Municipal Utilities, Planning & Zoning and various other municipal offices. Presently, Medford Twp. is the recipient of two SS4A grants, a TASA/TAP grant and a SRTS grant. Prior to Medford, he served as Pemberton Township (NJ) Business Administrator for five years where he oversaw regional planning studies commissioned by the DVRPC including the TCDI-funded Browns Mills Road Corridor Study and the Browns Mills Healthy Communities Initiative which resulted in the Browns Mills Bicycle & Pedestrian Action Plan. In his role as Pemberton BA, he also oversaw numerous redevelopment/ rehabilitation studies and plans (including three community or grid supply solar projects on landfills) as well as several major water and sewer utility projects.

    Hornickel began his public sector career with Burlington County, NJ, where he served as Assistant Solicitor for five years, then as Human Resources Director and in various other roles as Senior Manager. Hornickel commissioned Burlington County’s first internal GIS mapping initiative to create a single digital map encompassing all County-owned or leased facilities and infrastructure. In addition to his 14 years with Burlington County government, Hornickel spent three years as HR Manager for the Middlesex County (NJ) Utilities Authority, a regional utility that operates a 115 MGD central treatment plant, five pumping stations and the Middlesex County Landfill. Hornickel also had stints in the New Jersey Governor’s Office and New Jersey Treasury.

    Specific achievements: substantial restructured county government during the Great Recession to reduce the number of departments from 30+ to under 20; formulated a shared services initiative encompassing five independent county agencies to foster working jointly; created a Workforce Development Initiative to marry county vocational and community college curriculum with the business communities’ training and skills needs; drafted and/or rewrote 100+ job descriptions for the utilities authority; created a 5 – 10 year Parks Improvement and Master Trails/Bicycle Lanes Plan for Pemberton Twp. to link municipal amenities to the DVRPC’s planned regional trails; and instituted traffic control measures to dramatically reduce crime and improve public safety in Sunbury Village, one of Burlington County’s most notorious neighborhoods.

    PRESENTING WINNERS OF 2025 ASHE NEW JERSEY PROJECT OF THE YEAR

    US Route 30 over Beach Thorofare

    US Route 30 is an evacuation route for Atlantic City and a major point of access as the only toll-free direct route to Atlantic City, making the US Route 30 Bridge vital to the city’s economy. Constructed in 1946, the seven-span structure contains a single leaf bascule span. The structure spans over Beach Thorofare, a waterway providing access to the U.S. Coast Guard (USCG)-regulated Intracoastal Waterway, and is deemed eligible for listing in the National Register of Historic Places. Rehabilitating or replacing the deficient structural, mechanical and electrical components of the movable single leaf bascule span and upgrading safety features on the approach spans, as identified by the New Jersey Department of Transportation (NJDOT) Structural Evaluation and Movable Bridge teams, was the primary purpose of this project.

    George Zimmer, PE, PMP - WSP

    George Zimmer, PE, PMP is a structural engineer with WSP for 9 years and has a BS and MS in Civil Engineering from Villanova University. His experience encompasses the design, construction, load rating and inspection of movable and fixed structures for NJDOT, DelDOT, Cape May County and other clients. George served as the structural task leader and project manager during the rehabilitation of Rt. 30 over Beach Thorofare in Atlantic City. George has been published in the ACI Materials Journal, Bridge Design and Engineering and has presented technical papers for HMS, TRB, IBC, ASCE and others.


    Brianna Rela, PE - WSP

    Brianna Rela is a structural engineer at WSP that has experience in performing design and analysis of both fixed and movable bridges and load rating of fixed bridges. Brianna has been involved on projects in preliminary design, final design, and construction services during her 6 years with the company. She is a licensed professional engineer in the state of New Jersey.


    Mike Kasbekar, PE - NJDOT

    Milind (Mike) earned his MS degree in Transportation Engineering from New Jersey Institute of Technology. Milind has been working as a Project Manager in the Division of Project Management at NJDOT since 1996. Milind is a registered Professional Engineer in Pennsylvania and New Jersey. As a Senior Project Manager he has led numerous projects for NJDOT, including many complex multi-disciplinary bridge, highway and dam safety projects and has presented at international Conferences, NJ Alliance for Action and ASHE seminars.



    Rama Krishnagiri, PE,  - MP Engineers

    Rama Krishnagiri, PE has over 40 years of bridge engineering analysis, design and management experience involving a wide range of structural transportation projects including fixed and movable bridges, scour, complex bridge analysis, load rating Structural Evaluation, Bridge Management, Operations and Maintenance. Rama served as  the project manager during the rehabilitation of Rt. 30 over Beach Thorofare.

    PRESENTING WINNERS OF 2025 ASHE NEW JERSEY PROJECT OF THE YEAR

    Rehabilitation of bridge 140.4 over assunpink creek

    TPD provided engineering design services for the rehabilitation of Montgomery Street Bridge 140.4 carrying Montgomery Street over Assunpink Creek in Trenton, NJ (Mercer County), located in the National Register listed historic Mill Hill District. The existing structure was a 151-year-old, two barrel, 58’ long masonry arch bridge, found on both the NJ State Historic Register and the National Historic Register. The bridge exhibited medium to wide cracks and missing stones in the arch barrels, defects in the spandrel walls, an abandoned water main penetrating the arches, scour and historic but substandard cast iron bridge railing. The proposed design included relocating utilities attached to the spandrel walls into the sidewalk, removing abandoned water main and sealing penetrations, constructing a floating concrete deck distribution slab, replacing missing intrados stones with black pigmented concrete, crack sealing, repointing and sealing, as well as the removal/rehabilitation of the cast-iron bridge railing and the installation of Washington DC Historic Bridge Rail at the curbline to protect the original rail. Scour remediation was also included.

    PRESENTING WINNERS OF 2025 ASHE NEW JERSEY PROJECT OF THE YEAR

    Deicing pad design & installation at atlantic city international airport (ACY)

    The Atlantic City International Airport (ACY) is located in Egg Harbor Township, Atlantic County, New Jersey, about ten miles west of downtown Atlantic City. As the airport expanded in recent years, deicing of aircraft became critical to maintaining flight departure schedules. Aircraft had been deiced on the terminal apron prior to departure, limiting access to gates for other aircraft. The South Jersey Transportation Authority (SJTA) recognized the need to provide a centralized deicing facility, outside of the terminal apron, to reduce environmental impacts and improve efficiency of airline operations during the deicing season.
