For this month’s Technical event, we are pleased to announce a presentation on Professional Ethics in a Challenging Time. The presentation will discuss current ethics situations and direct questions as to the impacts of ethical operations in this day and age.
After graduating from Montclair State (before it was a University!) College with a degree in Political Science and a minor in Public Administration, Ralph started as a paid working public employee of Bernards Township as a police dispatcher. This position, albeit temporary, was a good fit given his years of service. He has been working in local government for over 30 years, starting first as a grant coordinator for the Borough of Stanhope.
Over the years he worked his way up the municipal ladder, serving the municipalities of Newton, Tewksbury, and Mendham Borough. For the last eleven years, he has served as the Netcong Borough Administrator and Deputy Borough Clerk. He is also the Borough’s Zoning Officer and Public Agency Compliance Officer and serves as the Borough’s Commissioner to the Morris County Joint Insurance Fund.
Ralph became a Registered Municipal Clerk in 2000, the same year he graduated from Rutgers University with a Master’s degree in Public Administration. He has earned multiple certificates over the years and earned the Certified Municipal Clerk designation from the International Institute of Municipal Clerks in 2017.
Ralph has been an adjunct professor at Montclair State University’s Political Science Department, teaching public personnel administration, governmental budgeting, and public policy analysis. He was also the co-owner of RGB Consulting, LLC, which was the first entity authorized to provide online continuing education units by the Division of Local Government Services for municipal clerks, CFO’s, Tax Collectors, and Certified Public Works Managers.
Recently Ralph has led several class sessions at Rutgers University and the State of New Jersey’s Certified Public Managers program. Class sessions include Human Resource Management, Budget Process and Financial Management, and Project Management. He has led in-person and online courses on Ethics and Government.
He has been married to Gina for almost 30 years. They have a daughter Emily who lives and works in Philadelphia. He enjoys outdoor activities including hiking and camping. Last year he became an American Council on Exercise Personal Trainer.
