Project Description

The Route 495, Route 1&9/Paterson Plank Road Bridge Rehabilitation Project provided for the complete rehabilitation of the mainline structure and two ramp structures and associated approach roadway improvements. The Route 495 bridge is located at the eastern terminus of the New Jersey Turnpike ramps from Interchanges 16E & 17, at the terminus of State Route 3 as it intersects U.S. Route 1&9, and approximately one mile west of the Lincoln Tunnel entrance. Route 495 passes through one of the most densely populated regions in the United States, is the only vehicular access corridor to midtown Manhattan and has an average daily traffic (ADT) of over 150,000 vehicles. It also serves over 1,800 buses daily which travel in the Port Authority of New York and New Jersey (PANYNJ) Exclusive Bus Lane (XBL) during the weekday morning peak periods from 6 to 10 AM. The XBL moves approximately 65,000 commuters into Manhattan each day of operation and is recognized as one of the most effective transit systems in the Nation. The mainline structure consists of nine spans that carry eight lanes of Route 495 traffic over US-1&9, Liberty Avenue, Paterson Plank Road, Conrail & NYS&W rail lines, and the New Jersey Transit North Bergen Park and Ride Lot.

The bridge was rated as structurally deficient and functionally obsolete, with the last major rehabilitation performed in 1985. The purpose of the project was to completely rehabilitate the bridge and approaches, extending the useful service life of the bridge for an estimated 25 years without significant maintenance required, with an estimated bridge deck service life of 75 years, and to eliminate the need for potential emergency repairs that could significantly disrupt commuter and local traffic.

The presentation will provide information on many of the complexities of completely rehabilitating a complex structure within one of the most densely populated areas of the country and within one of the most congested corridors in the state.

Photo of SpeakerJohn Schroettner, P.E. is an Assistant Vice President/Project Manager with over 33 years of experience in the inspection, evaluation, and design of simple and complex bridges for numerous agencies throughout New Jersey and Pennsylvania. He has many years of progressive experience on large, complex bridge rehabilitation projects. Additionally, he has been involved with the National Highway Institute since 2014 serving as a Lead Instructor for Course 130462 (Bridge Rehabilitation Evaluation & Design).

Jason Besz, PE – Project Manager, GPI

Photo of SpeakerJason is a graduate of Bucknell University with a Bachelor of Science Degree in Civil Engineering. He also earned a Master of Engineering Science Degree from Pennsylvania State University. Jason is a Project Manager with Greenman-Pedersen, Inc (GPI). Jason has 28 years of experience in highway and roadway improvement projects on PennDOT, New Jersey DOT, New Jersey Turnpike and Delaware River Joint Toll Bridge Commission projects.
