Delaware River Joint Toll Bridge Commission (DRJTBC) and the Delaware River Port Authority (DRPA) join ASHE for a timely, engineer-to-engineer conversation on All-Electronic Tolling (AET) and toll system modernization update on projects across the Delaware River region.
Mr. Hicks is an internationally recognized expert on transportation, asset management, technology, infrastructure, urban policy and planning. He is a certified Project Management Professional by the Project Management Institute and has an AI, Business Strategy and Applications certification from the University of California, Berkeley. He was the former Managing Director, Research & Strategic Initiatives and Director, Transportation Programs at Public Technology Institute (PTI) and advisor to the international transportation exchange organization for world class cities, IMPACTS. He was also a founding advisor for NACTO which is a partnership of the transportation departments of the largest cities in the United States.
Kevin Skeels is the Chief Engineer for the Delaware River Joint Toll Bridge Commission. In this role, he coordinates the planning of the engineering activities associated with the design, construction and maintenance of bridges, highways and buildings; and oversees in the development and implementation of the Commission’s Capital Program to preserve, protect, manage and enhance the Commission’s asset base. He has over 37 years of experience in highway and bridge design and construction industry, which includes previous employment at major national consulting engineering firms servicing both public and private sector clients in the planning, design and construction management of bridges, tunnels, highways, railroad and buildings infrastructure.
Charles (Chip) is a Program Manager of Technology with the Commission, bringing over three decades of experience in highway, traffic, and intelligent transportation systems (ITS) engineering. A 1994 graduate of Villanova University, Chip began his career working with several engineering consulting firms, gaining extensive experience across a wide range of transportation projects.
From 2001 to 2005, Chip served as a consultant Project Manager for the Commission before joining the Engineering Department full-time in 2005 as a Project Manager. Over the years, Chip has advanced into their current role as Program Manager of Technology, where he oversaw and supported technology-driven transportation initiatives.
Outside of work, Chip remains actively involved in the community, coaching a U10 Girls Premier Soccer team, refereeing soccer matches alongside his children, and serving on the local community Soccer Board.
