Our construction site field trip this year will be at New Jersey Turnpike Authority's Garden State Parkway Widening Program – Widening from Milepost 35 to 38 and Interchange Improvements project in the Township of Egg Harbor, Atlantic County, NJ.  The designer is Stantec, Inc., the contractor is Pierson-South II, A Joint Venture LLC, and the construction supervisor is Jacobs Engineering Group, Inc.  Please join us as they give us a tour of the construction activity.  


PROJECT DESCRIPTION: 

The proposed project will widen the NB and SB Garden State Parkway mainline from two lanes with nominal shoulders to three lanes with full shoulders in both directions. The widening will take place both in the inside median and outside areas. The proposed highway typical section will provide a 10’ left shoulder, three 12’ thru travel lanes and a 12’ right shoulder. Other improvements include new overhead guide signs, ramp lighting, guide rail, utility relocations, and retention swales. The Authority is utilizing the widening program as an opportunity to address congestion and safety issues at Interchanges 36, 37 and 38. These closely spaced interchanges experience weaving, congestion and high crash rates. The proposed interchange improvements include: grade separating the GSP Interchange 37 exit and the Interchange 38 entrance, widening the Interchange 38 entrance to two lanes, providing a SB auxiliary lane to the GSP Interchange 36 exit, and providing an EB acceleration lane on Tilton Road to accommodate the Interchange 36 exiting traffic.

The project includes replacement of bridges at: Interchange 36 entrance over the GSP, Tilton Road (CR-563), Black Horse Pike (US Rt 40 and 322), Washington Avenue (CR-608) and Delilah Road (CR-646); a new bridge carrying the Interchange 38 entrance over the Interchange 37 exit; and widening the GSP bridge over the SRNJ railroad.

Construction along the mainline will be accomplished in multiple stages. Two lanes of travel, in each direction, will be maintained on the GSP during peak travel times. The construction has been divided into following stages:

Pre Stage 1 – Reconstruct median area to accommodate Stage 1 traffic. January 2015 start date

Stage 1 – Construct outside roadway and bridge widening. May 2015 start date

Stage 2 – Construct inside roadway and bridge widening. May 2017 projected start date

Stage 3 – Final overlay and striping. January 2018 projected start date

Completion – June 2018

PRESENTERS:

  Michael McDonnell, PE – Project Manager, Stantec

Mr. McDonnell is a Senior Principal with Stantec, and is accomplished in the design of highways and urban roadways, as well as the management of large scale projects in all areas of complex highway design. Mr. McDonnell has over 30 years of transportation engineering experience, all with Stantec. He began his career in Stantec’s New York City office in 1985, and while working in New York City, he managed some of the firm’s most high-profile projects, including the $390 million reconstruction of Route 9A along the west side of Manhattan and the $65 million rehabilitation of 3 miles of the New England Thruway (I-95) in Westchester County. Mr. McDonnell transferred to the New Jersey office in Rochelle Park in 1997, where he has managed many of Stantec’s major New Jersey transportation projects, including; approach roadway work for the replacement of the Victory Bridge over the Raritan River; the Route 1 Bridge replacement and interchange improvement project in North Brunswick; and the replacement of the Route 206 Bridge over CSX Railroad in Montgomery Township. Currently Mr. McDonnell is the project manager the New Jersey Turnpike Interchange 109 Improvements project in Middletown. Mike has a BS in Engineering Science from the City University of New York and is a professional engineer in several states.

  Michael O’Donnell, PE – Deputy Project Manager, Stantec

Mr. O’Donnell is a Senior Associate with over 24 years of transportation engineering experience, the last 15 years at Stantec. He has a BS in Civil Engineering from Penn State University and is a Professional Engineer in NJ, PA, DE and MD. He is accomplished in project development from the scoping process through design and construction for civil/highway and bridge design projects in the states of New Jersey, Pennsylvania and Delaware. Mr. O’Donnell currently manages the Mount Laurel, NJ office and has been involved in the design and management of many of Stantec’s major transportation projects including the GSP Widening from MP 35 to 38 in Egg Harbor Township; GSP Interchange 109 Improvements in Middletown Township; Ocean County Route 571 in Jackson Township; and the I-80 Open Road Tolling Implementation at the Delaware Water Gap Toll Bridge.
