Technical Presentation - Highway Safety Manual (HSM): Data Driven Practical Solutions

While the HSM has been in use for over 5 years, this presentation by David Petrucci and Bernard T. Tetreault, PE, PTOE will focus not on the introduction of the Manual, but will provide actual analyses performed at the state and local levels and provides best practices and lessons learned to the novice user.

Every Day Counts (EDC) - Data-Driven Safety Analysis (DDSA) builds upon decades of work and collaboration to promote the integration of safety performance into all highway investment decisions.  Broader implementation of quantitative safety analysis, so that it becomes an integral component of safety management and project development decision-making, will lead to better-targeted highway investments, resulting in fewer fatal and serious injury crashes on our nation’s roadways. While quantitatively estimating location-specific safety performance on an agency’s road network is challenging, recent advances in highway safety analysis can provide transportation agencies with the reliable information they need to make effective investments in improving the nation’s roads.  This EDC-3 effort focuses on applications of predictive and systemic analysis in safety management processes and project development decision-making.”

DAVID PETRUCCI

Mr. Petrucci is a Safety Engineer and member of the Safety and Design Technical Service Team within the Federal Highway Administration’s (FHWA) Resource Center, stationed out of the Baltimore, Maryland regional office. Mr. Petrucci has more than 16 years of traffic engineering experience in consulting and government while specializing in transportation operations, design, and highway safety. He is a member of the EDC Data Driven Safety Analysis (DDSA) team and has been working to deploy data-driven safety analysis processes and methods, including expanded use of the AASHTO Highway Safety Manual and the FHWA Integrated Highway Safety Design Model (IHSDM). He is a member of the Resource Center’s Intersection, Pedestrian, and Bicycle Safety teams, and conducts National Highway Institute (NHI) courses and workshops throughout the United States. Mr. Petrucci is an active member of the Institute of Transportation Engineers (ITE) and represents FHWA on the newly-created ITE Vision Zero Task Force.

GEORGE FALLAT, PE

George Fallat currently serves as the Traffic Engineer for Mercer County. Mr. Fallat has attained a broad range of technical and managerial experience in the transportation engineering and planning fields having worked previously with the New Jersey Institute of Technology, Monmouth County, Michael Baker Jr. Corporation and New Jersey Department of Transportation. In addition, Mr. Fallat has taught graduate level transportation engineering courses for the New Jersey Institute of Technology and currently serves as an adjunct for Rutgers University. Mr. Fallat received his Bachelor’s Degree in Civil Engineering from the University of Delaware and a Master’s Degree in Civil Engineering from the New Jersey Institute of Technology.

BERNARD T. TETREAULT, PE, PTOE

Bernie is a Project Manager in the Transportation Division of Taylor Wiseman & Taylor where he has been with the company since 1984. He is a Registered Professional Engineer (PE) in New Jersey, North Carolina, Pennsylvania, and Maryland, and is also certified as a Professional Traffic Operations Engineer (PTOE). His experience has included oversight of all aspects on highway design projects, including traffic and alignment studies, right-of-way and construction documents, geometric calculations, access design, utility relocations, traffic signals, and construction traffic control/staging plans. He has also prepared numerous studies and reports in conjunction with design projects, reviewed numerous traffic studies on behalf of municipalities and counties, and presented expert testimony for NJDOT, county and developer projects. His FHWA certification to perform Road Safety Audits/Assessments. More recently, he has taken Highway Safety Manual (HSM) training courses with both NJDOT and PennDOT, and has performed an HSM analysis with report for an NJDOT project.
