Project Description:

This project is the rehabilitation of the Newton Lake Dam, located in Camden County New Jersey. The project is needed to bring the dam and spillway into conformance with New Jersey Department of Environmental Protection Dam Safety regulations. The dam is classified as “Significant Hazard” and does not have the spillway capacity to safely convey the regulatory design storm, as required by the dam safety regulations, without overtopping the land service highway. The spillway design storm for Newton Lake Dam has been determined to be the 100-year storm event. The dam embankment carries NJ Route 168 over Newton Creek, which is a tidally influenced tributary of the Delaware River. The Newton Lake impoundment is maintained by a timber drop-board and concrete spillway structure situated under the Route 168 bridge over Newton Creek.

The improvements proposed for Newton Lake Dam include replacement of the timber and concrete spillway with the construction of a new concrete ogee spillway. The spillway system will also include a low-level outlet for lake drawdown and maintenance, as well as a fish ladder for anadromous fish. Also included in the project is staged superstructure replacement and abutment repairs due to the deteriorated condition of the bridge deck and abutment walls. Staged construction requires that the adjacent traffic signal at Kendall Boulevard be reconstructed. Therefore, the traffic signal will be reconstructed to current NJDOT standards and configured for integration into the corridor’s Adaptive Traffic Signal System. The project also includes geometric and safety improvements for the bridge approach roadways, along with resurfacing. Pedestrian improvements are also incorporated to correct discontinuous sidewalk conditions and inadequate marked pedestrian crossing locations within the project limits.
