COUNTY ROUTE 530 SOUTH PEMBERTON ROAD
IMPROVEMENT PROJECT, PHASE 2

Burlington County, New Jersey

In December 2017 Burlington County started construction on County Route 530, South Pemberton Road. The project was a top priority for Burlington County due to the high crash rate history. Officials report that there were 600 traffic accidents during a recent eight-year period with 17 fatalities. Michael Baker provided preliminary and final design services for the project. The roadway design includes shoulders, full width travel lanes, a continuous center left turn lane, realignment of an existing signalized intersection with Magnolia Road (CR 644) and the extension of CR 644 north of its current terminus with CR 530. This project includes geometric and roadway design, design exceptions, MPT, the design of 3 new culverts, over 120 ROW impacts (15 full acquisitions), utility relocations, and 3 new traffic signals. Hazardous material investigation is necessitated by the presence of gas stations and underground and above ground storage tanks (UST/AST), as well as the performance of asbestos surveys due to building demolition. Additionally, the project includes extensive stormwater management facilities in accordance with NJDEP and Pinelands Commission regulations. Due to roadway development impacts to adjacent farmlands, extensive coordination efforts with NJDEP, Burlington County, and the Pinelands Commission was required for the acquisition of farmland protected under Pinelands regulation. In the absence of a pre-existing formulated process for vacating conservation easements on protected land, Baker worked proactively with NJDEP, Burlington County, and the Pinelands Commission to develop an innovative systematic process for this coordination.

Speaker Bios

Gilberto R. Bosque is the Operations Manager of Michael Baker’s Hamilton Office. Mr. Bosque received his BS degree from the New Jersey Institute of Technology. He has 18 years of experience managing major multi-discipline infrastructure projects in New Jersey, including roadway and roadside design, operational and safety traffic studies, environmental compliance, constructability, ITS design, lighting design, facility/architecture design including site/civil, drainage and stormwater management, environmental permitting, and survey and ROW. Mr. Bosque served as Project Manager for the full depth roadway reconstruction of the 3.5 miles of roadway and intersection reconstruction.

Rebecca Traylor is the Environmental Technical Manager of Michael Baker’s Hamilton Office. Ms. Traylor received her BS in Natural Resource Management from Rutgers University and a MS in Environmental Studies from University of Pennsylvania. She has 15 years of experience as an environmental permitting specialist and has served as the Environmental Task Leader for numerous projects. For County Route 530 she was responsible for preparing the NJ Pinelands Commission application, NJDEP Individual Freshwater Wetlands and Flood Hazard Area Control Act Permits, NJDEP Green Acres Diversion, Section 106 SHPO Consultation, NJDEP Project Authorization under New Jersey Register of Historic Places Act, Pinelands Commission cultural resources review, and Nationwide Programmatic Section 4(f) documents for parkland and historic sites.
