On the morning of July 16th, 2023, the greater Phillipsburg, NJ area was inundated with nearly 4 inches of precipitation over an approximately 2-hour period. This storm event compromised the integrity of the I-78 stormwater drainage system in the vicinity of the easterly abutment of the I-78 bridge over the Delaware River. This resulted in the washout of an approximately 65-foot-high earthen slope, the complete destruction of the stormwater infrastructure extending down-slope, and the scouring of the soils immediately adjacent to the bridge abutment.
French & Parrello Associates (FPA) was called upon by the DRJTBC to lead a rapid response. This presentation will delve into the inspection, design, and phased construction oversight services performed by FPA to restore the compromised infrastructure.
Steve Burke is the Assistant Chief Engineer at the Delaware River Joint Toll Bridge Commission, which owns, operates and maintains 8 toll bridges and 12 toll-supported bridges across the Delaware River connecting New Jersey and Pennsylvania along with 34 approach structures. He supervises the delivery of a capital program of approximately $100 million per year involving the design, construction and maintenance of bridges, highways and buildings. From 2017-2022, he was part of the Construction Management team for the $500 million Commission’s Scudder Falls (I-295 over the Delaware River) Bridge Replacement Project, serving as a Resident Engineer. Steve is passionate about optimizing project outcomes through a collaborative approach to design, project management and construction that involves all key stakeholders working together from the earliest stages of each project through completion.
Beginning his career over 34 years ago as a summer intern at French & Parrello Associates (FPA) while pursuing his Bachelor’s Degree in Civil Engineering at Rutgers University, Steven Tardy has since risen to the level of President and Chief Executive Officer. Having received a Master’s Degree in Geotechnical Engineering from the University of California at Berkeley, the initial focus of his professional career was in this field, though the scope of his professional involvement has since broadened to encompass the design and management of projects involving many of French & Parrello’s Civil Engineering related technical disciplines.
As President and Chief Executive Officer at FPA, Steven is responsible for overall day-to-day operations as well as advancing strategic growth initiatives. Prior to assuming the role of President in 2021, Steven has served in numerous other roles at FPA, including Chief Operating Officer and Board Treasurer, and his work within these capacities have been instrumental to FPA’s growth which now includes over fifteen disciplines, 225 employees, and multiple offices throughout the Northeast region. Steven remains actively involved in project delivery and participates as a technical advisor on many of French and Parrello challenging projects.
