HomeFront’s mission is to end homelessness in Central New Jersey by harnessing the caring, resources, and expertise of the community. As we are not able to host a toy and book collection drive this year, we are asking attendees to consider donating to make the holiday season a little brighter for local children and teens!

TWT’s challenge was to provide the size and shape of a new spillway and discharge structure that would pass flows from a 100-year storm event and prevent dam overtopping from storms up to the 0.50 Probable Maximum Precipitation (PMP). The existing dam was classified as a Class 2 Significant Hazard dam, but had a drastically undersized spillway and structure opening with the ability to only pass flows from a 25-year storm event without dam overtopping. The project was to be constructed while maintaining two-way traffic on Route 30 at all times, while providing the potential for 4 lanes of one-way traffic during hurricane season, as Route 30 is a designated shore evacuation route. Due to environmental restrictions, the normal pool elevation of Blue Anchor was to be maintained throughout construction.
Mr. Smith is a senior civil engineer with over 40 years of experience in Water Resources. He performs hydrologic and hydraulic analyses, including culvert / bridge capacity analyses, scour calculations, spillway capacity analyses, dam failure analyses / inundation mapping, floodplain analyses / mapping, and stormwater / drainage analyses for transportation and land development projects.
Cleighton has a Master of Engineering, with Water Resources Specialization, from Clarkson University in NY, as well as a BS in Civil Engineering with Distinction from Clarkson. He is a Professional Engineer, registered in NJ, PA, NC, and IL.
